Cobb County Precinct 2 PENS would like to remind everyone that thefts from autos can be easily prevented easily if you follow these simple steps.

 

  • Remove all items of value-

 

    • PLEASE DO NOT LEAVE FIREARMS IN YOUR VEHICLE!!

 

  • Lock your cars!!!!!!!

 

We are seeing an increase in thefts from vehicle that are parked near the Silver Comet Trail as well as other areas.  Almost most of the time, items of value are left in plain view.  Vehicles are also being left unlocked with valuable items left inside.

 

If you remember to take items of value out of your cars and remember to lock your cars you will take away the ability to become a victim of theft.

PENS Alert

Ladies and Gentlemen,

Precinct Four has been made aware of the below individual who by appearances is Panhandling in East Cobb, mostly around the Roswell Road – Johnson Ferry Road corridor. I have received several emails on this person confronting people in parking lots. He has also approached people in the Town Center area, reportedly around Bahama Breeze on Barrett Pkwy. By all indications, this person is not out of gas or otherwise in need of money. He is Panhandling, making money off of other’s generosity. All of the information we have received is after the fact and the person is gone before we can confront him.

This is what we suggest you do:
Do not confront him or engage in conversation with him, unless you feel generous and wish to give him money. WE would like to confront him about his Panhandling. If you see this person, just call 9-1-1 immediately so we can confront him and encourage him to stop this activity or go elsewhere. The real concerning information is the comment that he pushed someone. We won’t tolerate that. I have received multiple concerns about this individual. Please give us an opportunity to handle this by calling 9-1-1 immediately. Thanks.

Suspicious Person information - Please Be On The Lookout For This Man!

A nice-looking, light-skinned black man in his early 40's has been reported to the police by a Penhurst neighbor whom he has tried to "scam" twice in the last week in the Steinmart & Office Depot parking lot.

He approaches women with an empty gas can, pretending to need money for gas. Yesterday he was seen wearing a red knit cap, jeans and dark plaid shirt in the Office Depot parking lot running the scam.

He was confronted by our neighbor and he pushed her away in front of the other woman he was in the process of asking for gas money. When told she was calling the police, he left before the police arrived.

PLEASE BE AWARE, get in your car, call 911 and drive away immediately!

 

 

PENS Advisory – Zone 2

Ladies and Gentleman,

At the request of the Cobb County Fire/Arson Investigations Unit, we would like to make everyone aware of a recent arson fire in Cobb. The fire occurred on 01/28/2008 @ 10:43 pm.  According to investigators, 3-structures were set on fire at 2375 Powder Springs Road, Marietta, Georgia.

The Georgia Arson Control Program offers up to $10,000 for any information that results in the arrest and conviction of the person(s) responsible for planning or committing arson. Please call (770) 499-3887 or 1-800-282-5804 if you have any information regarding this or any other arson fires.

These scams seem to target older citizens. They have asked that we provide this information to our community as a crime prevention measure. Anyone targeted by these scams or with any information that may assist in their investigation should contact the Office of Inspector General at the below listed phone numbers. Tax refund and social security scam warning

Investigative Highlights of Office of Inspector General Cases –

· OIG raised awareness of aggressive door to door sales representatives selling Medicare advantage prescription coverage. Also, there is a continued effort to defraud individuals with a scam which encourages individuals to release their bank account information for an alleged one time payment of $500 from SSA and/or the IRS.

· Another scam mentioned is a tax preparer encouraging seniors to file for back taxes on SSA benefits. They are told that 1099 Forms should be requested from SSA. Based on the last three years using the 1099 Forms, the phony tax preparer files for a fraudulent return showing the SSA benefits as income and takes the standard reduction which results in a refund. The SSA beneficiary is charged between $40.00 and $100.00 for his services. IRS issues a refund check, subsequently, IRS realizes the fraud and requires the SSA beneficiary to make the refund.

Social Security Warns about Potential “Scams”

Unfortunately, there always seem to be crooks who are trying “to put something over on us” and take our money. While anyone can be a target for such “scam artists,” seniors are often among the most vulnerable.

Social Security recently has had to issue a warning about several ‘scams’ that have surfaced throughout the southeast. Our agency has received many reports about telephone calls or visits from people who falsely claim to be Social Security employees. In each case, the person attempted to obtain personal information, such as a Social Security or bank account number, from the Social Security recipient.

The scam artists who identify themselves as Social Security employees have used a variety of approaches to get personal information. In one case, a caller said that Social Security was experiencing a power outage and needed to verify the person’s information. In another, the caller posed as an employee who needed to verify the person’s direct deposit information.

In a third scam, Social Security recipients were told that their monthly benefit payments were being cut because they have inherited a house from a relative --an event which, by the way, would not result in a reduction of Social Security benefits. To help make the fraud seem authentic, the caller then placed the person on hold and played the same on-hold recordings used by Social Security. When the caller got back on the line, the recipients were then told that proceeds from the sale of the house will be sent to them if they pay the back taxes.

Basically, we advise you to always take precautions when giving out personal information. You should never provide your Social Security number or other personal information over the telephone unless you initiated the contact, or are confident of the person to whom you are speaking. If in doubt, do not release information without first verifying the validity of the call.

If there is any doubt at all about someone who claims to be a Social Security representative, we recommend contacting your local Social Security office or calling Social Security’s toll-free number at 1-800-772-1213 to verify the legitimacy of the call. (If you are deaf or hard of hearing, call Social Security's TTY number at 1-800-325-0778.)

In the meantime, our Office of Inspector General is working closely with other Social Security officials to investigate all reports of suspicious activity. To report suspicious activity, please call the OIG Hotline at 1-800-269-0271. (If you are deaf or hard of hearing, call the OIG TTY number at 1-866-501-2101.) Cobb County Police Precinct 2 would like to wish everyone a wonderful and safe holiday season.  We understand that this is the season to shop so we would like to pass on some helpful safety tips to keep in mind during this time.

 

  1. Park in areas visible to the public.
  2. Lock your car and keep valuables out of sight.
  3. Walk with your head up-be aware of your surroundings.
  4. If you put packages in your car take them home first and then go finish your shopping.
  5. Ask security for an escort to your cars.
  6. Do not carry purses with long straps.
  7. If someone tries to take your purse let it go.
  8. Take credit card carbon copies home with you record them then shred them.
  9. Keep track of your children at all times.
  10. Beware of people selling items in the parking lot. (If it’s too good to be true it probably is.)
  11. Call a family member or friend when you leave the mall and tell them when to expect you.
  12. Report suspicious activity to the police ---call 911.

 

 

ALL OUTDOOR WATER USE IS PROHIBITED

 

COBB COUNTY - MARIETTA WATER AUTHORITY DECLARES LEVEL FOUR DROUGHT RESPONSE ACROSS SERVICE AREA

On Sept. 20, 2007, the Cobb County -Marietta Water Authority (CCMWA) declared a level four drought response across its service area, restricting all outdoor water usage. In a level four drought response, no outdoor water usage is allowed, other than for activities exempted by the Georgia Environmental Protection Division.

The level four drought response outdoor water use schedule is effective immediately . "It is expected that we will be operating under level four drought response until the lake levels and precipitation significantly improve over a period of time" said Page.


Under the declaration:

  • A level four drought response prohibits all outdoor water usage, other than for activities exempted by the State EPD or as the State EPD director may order.
  • Watering of newly installed landscape by homeowners is prohibited in Drought Response Level 4. For new landscape installed prior to the Drought Response Level 4 declaration the homeowner may complete their 30 watering days between the hours of midnight and 10 AM. Proof of landscape purchase prior to the declaration date is required.
  • Watering of new landscape installed by certified or licensed professionals may be watered for 30 days.
  • Landscape and irrigation professionals are exempt from restrictions when on the property.
  • Irrigation of personal food gardens is allowed.
  • If the individual is drawing water from a private alternative source, it is allowed. Wells, lakes, creeks or rivers are exempt. But, they do request that the property owner place a sign in plain view indicating the alternate source of water.

Precinct 2 has experienced a large number of Entering Auto reports where the vehicle was left unlocked and items of value left in plain view. We would like to remind everyone to make sure to lock their vehicles and to place purses, laptop computers, or other items of value secured in the trunk or better yet, take it with you.

Major Armed Robbery Arrest

Armed Robbery Arrest (05/01/07 @ 2000 hours in Zone 2) The Cobb County Police Department's Crimes Against Persons Unit is investigating an armed robbery at 6850 Mableton Parkway in Mableton, Georgia.

 

According to investigators, officers from Precinct Two Evening Shift located a dark green Impala at the In-Home Suites on Fulton Industrial Boulevard . During the course of their investigation, it was determined that the owners of the vehicle, 21-year-old Derrick Jones and 18-year old Ashley N. Miller , matched the description of the two armed robbery suspects from the previous night at the Sweetwater Cove Apartments. On 04/30/07 two black male suspects and a white female suspect entered an open door at the complex and forced two Hispanic male victims and a Hispanic female victim onto the kitchen floor while they took various items and cash. Warrants were obtained for Jones and Miller and a warrant will be obtained for the third suspect.

 

Jones and Miller are in custody at the Cobb County Adult Detention Center without bond.

Major Car Jacking Arrest

Motor Vehicle Hijacking/Kidnapping (04/25/07 @ 0945 hours in Zone 2) The Cobb County Police Department's Crimes Against Persons Unit is investigating a motor vehicle hijacking/kidnapping at 3509 Baroney Lane in Marietta , Georgia .

 

According to investigators the female victim was in her car at her home preparing to leave when a male suspect forced her out of her car while wielding a black pipe. The suspect first attempted to force her back into her home and then back into her car, but the victim was able to get away and run to a neighbor's home. She was not injured.

 

The suspect fled the scene in the victim's vehicle. Officers located the vehicle a short time later. The suspect had wrecked the car and fled on foot. Although an extensive search did not immediately find the suspect, it did produce his identity. The suspect was identified as a 16-year-old male juvenile. He has been charged with the following: Motor Vehicle Hijacking, Kidnapping, Aggravated Assault, Obstruction of Officers, Fleeing or Attempting to Elude Police Officers, Duty to Report Accident, and Driver Must Be Licensed. Earlier this morning (04/26/07) he was taken into custody.

Major Robbery Arrest

Armed Robbery (04/25/07 @ 0045 hours in Zone 2) The Cobb County Police Department's Crimes Against Persons Unit is investigating an armed robbery at 490 Six Flags Drive in Austell , Georgia .

 

According to investigators two male suspects approached the victim at Magnolia Crossings Apartments near building F. The suspects robbed the victim at gunpoint taking an undisclosed amount of cash.

 

Zone 2 uniform officers responding to the scene located two suspects who matched the description given during the dispatch in a vehicle at a nearby business. Following a brief investigation at the scene, 20-year-old Alfredo Luciano Capote of Lithia Springs and 23-year-old Terrance Leonard were arrested and charged with armed robbery.

Kudos to Precinct 2 Uniform Officers!!!!!

Noise Ordinance

 

There was a recent issue regarding construction noise.

Under Cobb County ordinance, construction work that generates a loud or unusual noise is only permitted between the hours of 0700 and 2100 Monday through Saturday.  Any construction work that creates a loud or unusual noise on Sunday or anytime other than the listed hours may be a violation of the ordinance listed below.

Sec. 50-257. Enumeration of prohibited noises.

The following acts are declared to be loud, disturbing and unnecessary noises in violation of this article; but this enumeration shall not be deemed to be exclusive:

(8)    Construction or repair of buildings . The erection (including excavation), demolition, alteration or repair of any building, as well as the operation of any pile driver, steam shovel, pneumatic hammer, derrick, steam or electric hoist, electric saws, drills or any other equipment attended by loud or unusual noise, other than between the hours of 7:00 a.m. and 9:00 p.m., Monday through Saturday.
